Default Baiting deer in new hampshire

My brother in law lives in new hampshire and sent me this email. Is it really legal to bait deer in new hampshire after September 1st???

((((Legal to feed deer. Legal to bait deer after Sept. 1st with anything but 100% salt, but you must have a permit if you do not own the land. You also must post a sign over bait, even if you are the property owner, identifying the bait and any hunters who have permission to hunt that bait site. This creates a problem if you are feeding Lucky Buck for improved antler growth in the spring and summer and want to hunt there in the fall. You must be careful not to hunt the same site.))

Yes, that appears to be correct as I understand it.

    Default bait

You can bait if you apply for a permit and follow the instructions with the permit.

    Default bait

I have a friend that lives in Pepperell Massachusetts, not far from the NH border. He applies and baits every year in NH. He said they ask for a detailed map where you are baiting. If it is private land, you need the landowners permission, and they have to sign the permit.
